The international academic conference “Parliamentary Diplomacy in Theory and Practise”

On the 24th of March 2026, at the Catholic University of Croatia, the international academic conference “Parliamentary Diplomacy in Theory and Practise” was held. It was co-organised with the KUL Center for the Study of Diplomacy, as the Three Seas Initiative took place in Zagreb simultaneously.

The representatives of the KUL Center for the Study of Diplomacy took part in the conference, and they introduced the role of the Central European Parliaments from two miscellaneous perspectives:

• Prof. Beata Piskorska pointed at the contemporary significance of the Parliamentary Diplomacy. She highlighted its functioning as a necessary complement to the actions of the government in the globalised world, as it facilitates building mutual trust. However, she claimed that it demands taking a realistic approach because parliaments, as opposed to governments, do not have direct executive power.

• Dr. Michał Dworski shed light on the actions of parliamentarians, who had acted in favour of the Central European nations during the Cold War. He proved the significant role of parliamentary structures during emigration, which aimed to maintain the international visibility of the Central and Eastern European countries and their striving for full sovereignty.

Discussion concerning the future Polish-Croatian academic collaboration

Due to the ongoing “Parliamentary Diplomacy in Theory and Practise” academic conference, which is taking place in Zagreb, prof. Beata Piskorska, the Head of the Center for the Study of Diplomacy, met the Management of the Croatian Institute for Development and International Relations, i.e. prof. Sanja Tišma and dr. Sandra Knezović. The conference has been organised because of the Three Seas Initiative.

Agnieszka Orzelska-Stączek, an Institute of Political Studies, Polish Academy of Sciences professor, was also involved in the discussion concerning the future Polish-Croatian academic collaboration.

During the meeting, the participants discussed the framework for future academic collaboration. They put emphasis on the completion of European projects; in particular, those within the framework of Horizon Europe. Because of the Three Seas Initiative, which has become the main point of the agreement, several actions have been planned, i.e. mutual conferences, meetings with experts, and tightening of measures within the universities in the Three Seas area.

The KUL Head of the Center for the Study of Diplomacy visits Mediolan

The KUL Head of the Center for the Study of Diplomacy KUL prof. Beata Piskorska visits the Università Cattolica del Sacro Cuore in Mediolan.

The KUL Vice-Rector for Students and Internationalisation and Head of the Center for the Study of Diplomacy prof. Beata Piskorska has established cooperation with the Università Cattolica del Sacro Cuore in Mediolan.

The Programme of the visit included meetings with the University’s Rector Elena Becacalli and other authorities, discussions concerning the internship for students of Medicine, and actions in the area of diplomacy (ASERI Graduate School of Economics and International Relations).

Prof. Beata Piskorska underlined that common roots and values are fundamental in terms of implementing new international projects.

Report from the open lecture by the Hungarian Ambassador

On the 10th of March, at KUL, The John Paul II Catholic University of Lublin, we hosted JE Istvàn Íjgyártó, the Ambassador of Hungary in Poland. His visit was a part of the series of meetings “Discourses on the World”.

The ambassador gave an open lecture “The 20 and 21st Century’s Polish-Hungarian Relations”. During his performance, he introduced the historical overview of the relations between the two nations and discussed their actions in the international area.

Gáspár Keresztes, the Head of the Liszt Institute in Warsaw, and Artur Sienkiewicz, the Honorary Consul of Hungary in Lublin, also took part in the lecture.

The Lexicon of Contemporary Diplomacy

The Lexicon of Contemporary Diplomacy, edited by prof. Beata Piskorska and dr. Michał Dworski, is a new publication of the KUL Center for the Study of Diplomacy. It consists of around 200 entries created by 54 authors.

This publication is a complex scientific description created by the KUL Center for the Study of Diplomacy experts in collaboration with the leading representatives of the world of science.

The authors are recognised specialists at International Law, History, and International Relations, as well as they are experienced diplomats.

The book was published by the prestigious Scholar Publishing House. It guarantees the highest essential level of content included.

Alicja Zyguła, Beata Piskorska, „East Shield – a mechanism for strengthening the security and resilienceof Central and Eastern European countries using the example of Poland’s eastern border”

Security, not only national but also international, is evolving quickly with new threats and challenges arising.

The necessity of enhancing the country’s resilience has become a significant aspect of the national security.

It involves developing circumstances, resources, and strategies, which enable us to adjust to new, miscellaneous, and unexpected conditions, regarding the reality and cyberspace.

The new environmental quality of security, and threats caused by it, lead to searching for solutions to increase the national security.

One way to increase the security of Poland is to defend the countries’ borders. Concepts that involve strengthening the east boundary have made scientists reflect on the National Deterrence and Defence Programme “East Shield”. The middle east region of Europe and countries involved try to improve their resilience and security.

This article aims to analyse the role and work of a new mechanism in terms of the improvement of the military security of the country.
